Nature of FHATA INC
Flint Hills Area Transportation Agency, Inc. (the Organization), was organized as a non-profit corporation in 1976, originally to provide low-cost transportation services to elderly and disabled individuals throughout the area of Riley County, Kansas. Services have expanded to provide services in the Flint Hills region covering Geary County, Pottawatomie County, Fort Riley as well as surrounding rural areas, and include fixed-route services in the Cities of Manhattan and Junction City. Additional services provided by the Organization include regional dispatching services.
In December 2019, the Organization formed a shared services and joint operations agreement with Flint Hills Area Transportation Agency Board (FHATA Board). FHATA Board was formed in 2019 through an interlocal agreement between local governments of the City of Manhattan, Riley County, Pottawatomie County and Kansas State University for the purpose of planning, managing and operating public transportation system as the Direct Recipient of Section 5307 Urban Formula Funds for the Manhattan Urbanized Area. FHATA Board is established pursuant K.S.A. 12-901 and meets the definition found at K.S .A 7 5-117 of a municipality and therefore a governmental body for purposes of Federal Transit Law (defined generally as 49 U.S.C. 4301 et seg. The joint operations agreement outlines the duties and responsibilities of each entity in the provision of public transportation services in their service areas. The Organization is the acting fiscal agent for the FHATA Board. Board Makeup: The BOD shall consist of at least five (5) members and no more than ten (10) members that are regionally representative of the Agency’s service area.
Board or Directors Responsibilities
The Board of Directors is the governing body of the Agency, responsible for overseeing the Agency’s activities with respect to financing, planning and operations of public transportation. The BOD is the policy-making body of the agency, and responsible to ensure all aspects of the Agency operate within the framework of the federal, state, county and city laws and regulations, including the operations of transit services within the Section 5311 Rural Funding Program. The BOD is responsible for hiring, supervising, and dismissing the Executive Director.
BOD is responsible for the high-level governance over strategy, oversight, and accountability. Management under the direction of the Executive Director is responsible for the day-to-day operations of the Agency. The BOD is responsible for hiring an Executive Director, who shall be a non-voting member of the Board.
Meetings
Both boards will meet quarterly and jointly on the third Wednesday of the month at 9:00 am. Meetings will be one hour and 30 minutes due to limited schedule.
